There are only a few plots left (for building buildings) on Manhattan Island.
I think you’re right because the all of the ports are still partly vital to NYC’s economic success. In terms of creating more space for Manhattan, the City of New York is naturally more inclined to simply build taller skyscrapers, rather than starting some massive land reclamation project, like in Japan. Surprisingly, over the past 400 years, because of human activity, the size of Manhattan Island has increased by something like 30%; layers of garbage and excavated dirt have created new, clean land. In fact, the World Trade Center was built on top of what was once a garbage dump in the Hudson River, and the land excavated to build the WTC was used to create the land for building the towers of the World Financial Center. Everything gets so intertwined.
